It is in the interest of the people for the people to be educated. We should invest significant public resources into general as well as specialized education for all members of the general public.

But, things aren't going well in our public schools. School funding has stagnated and is lagging behind the economy. Staff turnover is up. Staff salaries continue to be stuck in the past. Incidents in schools are up (or perhaps it's more we're really start to record all incidents.)

We have two problems at hand: stop the bleeding in our public schools while at the same time admitting that we have to rethink education in light of how much our world has changed.
